The President's Archives' activity for 2007

According to the plan of work on 2007 the Archives spent the complex of organizational, methodical and practical actions directed on development of archival affairs and performance of the basic parameters of 3-year plan on 2006-2008. Report about the Archives activity was presented to the Chief of Office of the President RK in June. As a whole its work was estimated positively.

According to the President’s Administration message, offers on creation and storage of insurance video fund of the President’s Teleradiocomplex have prepared. Performance will begin in 2008-2009.

At 7 sessions of the Archives Administration 18 questions on archival job conditions have considered. Reports of Republican guards, «HOZU Corporation» Ltd., Medical center AA of the President RK, Kazakhstan Institute of Strategic Researches under the President RK, Agency RK on Regulation of Natural Monopolies about the organization of documental and departmental storage of archives were presented as well.

2 sessions of the Interdepartmental Commission on declassifying 4 343 affairs for 1939-1958 of archival fund 708 «Central Committee CP of Kazakhstan» were conducted.

For the first time together with Committee of the Information and Archives of the Ministry of Culture and Information RK, Republican Scientific and Practical Conference «Archives of Kazakhstan: Experience, Problems and Prospects»was spent, where have participated more than 200 representatives of archival establishments, the ministries and departments, scientific and public organizations. So, the Archives is taking positions of the republican methodical center on managing archives and managing documents more confidently.

The Archives also took part at the 8th General Conference of Euro-Asian branch (ЕVRAZIKA) of the International Council of Archives and at the International Scientific and Practical Conference «Electronic document circulation and archives» (Astana, November). It is necessary to note activization of the Archives participation at scientific conferences and round tables on problems of a historical science. Employees have acted with reports and messages at 9 conferences.

At 18 sessions of the Archives Expert & Verification, Methodical Commission 51 questions were considered for approval of normative documents on paper work and archival storage in establishments, results of value examination and selection of documents on the state storage. At 2 sessions of Scientific Council 6 questions, including plans-prospectuses, models and manuscripts of collections documents were discussed.

For the expired period on the state storage 9 funds of a personal origin state, political and public figures, including K. Naimanbaev, S. Shayahmetov, S. Shauhamanov and others, more than 9.5 thousand units of storage of the administrative documentation of the President’s Administration, Ministry of Foreign Affairs, «Nur Otan» the People’s Democratic party, Associations of Business Women of Kazakhstan and also the audiovisual documentation were accepted. Thus, for 2007 the archival fund has increased for 1% (in 2005 — 0,45 %, in 2006 — 0,65 %) and totals more than 700 thousand units of storage.

With the purpose of insurance fund creation of copies very important documents microphotocopying affairs of fund 5-N «The President of the Republic of Kazakhstan» was spent. The Archives has continued creation of insurance fund on audio documents which have arrived from the President?s Administration for 1999 and has copied them on 2 optical disks. For maintenance of the information input to system of e-archives was spent digit numbering affairs of fund 7 «The President of the Kazakh SSR» for 1990.

The Archives conducted complex and control checks at Ministry of Foreign Affairs, «HOZU Corporation», Republican guards, Agency of Public Service Affairs, Agency on Regulation and Supervision of the Financial Market and the Financial Organizations, Medical center AA of the President RK, for monitoring over the organization of documental and departmental storage of documents.

Results of checks have considered by management of these establishments and have taken measures on performance of the Archives recommendations. The practical help was rendered to establishments-sources of acquisition on carrying out of value examination and selection on the state storage of documents.

The certain attention was given to the organization of trainings with paper work and archival services employees of establishments — sources of the Archives acquisition. 10 seminars-meetings were organized. For the first time together with «National Information Technologies» JSC it was spent 6 master-classes on electronic document circulation for establishments. In the help to organizations — sources of acquisition 4th number of the newsletter was published. For the accounting period it was executed 257 thematic, social and legal inquiries of citizens and establishments. 348 researchers (77 — new visitors), including 16 worked over doctor’s and 35 — over master’s theses, were engaged in a reading room and have carried out 2 thousand visitings. The researchers were provided with more than 24 thousand affairs. A high level of the Archives activity were estimated from them about the organization of maintenance by documentary materials for historical researches.

With the purpose of historical and archival heritage popularization «History of Kazakhstan at persons» photo-documentary exhibitions were exposed at the Archives, and devoted to N.A. Nazarbayev, the President of Republic of Kazakhstan, D. А. Kunayev, L. Mirzoyan, S. K. Kubashev, О. Batyrbekov, H. Bakauov, on the basis of which 10 lectures and excursions were conducted for students and pupils. The plan-prospectus of an exhibition «The thorny road: difficult transition» was prepared, with using unique documental photos, poorly known to the broad audience.

Within the frames of the cooperation agreement with Al-Farabi Kazakh National University for the first time it was spent educational and industrial practice for students of historical faculty. Open House Day was organized for students of the international relations faculty of the Kazakh ? American University.

Preparation of documentary collections has been continued: «Alash Movement» VV. 3, 4, «Intelligentsia and Authority. Kazakhstan. 1940-1950», «From history of Semipalatinsk range», «H. Bakauov. To 100th anniversary from the date of birth» (last two collections were published by means of the Archives small polygraphy). 2nd release «State Structure of power of the Republic of Kazakhstan. 2001-2005» was published. 29 articles, including 9 — in Kazakh were published in popular scientific magazines and other editions.

There was a further development of the international connections with foreign archives. The minute of intentions on cooperation with the National Archives of Belarus was signed. The Archives participates in the international project on preparation of the collection of documents «Famine in the USSR» in which leading archives of the CIS are involved.
